Rep. Joseph Cao was the first Vietnamese American to become a member of Congress. He won a district in New Orleans by beating an incumbent that had been busted for having thousands of dollars hidden in his freezer. Cao gets in trouble with the GOP when he votes for the health care reforms. Director Leo S. Chiang talks about following Cao around during his failed re-election campaign.
